It has nothing to do with Instancing it had everything to do with every time they make major changes performance suffers for it.
When they implemented the lighting patch performance took a major nose dive.
It took another major nose dive with 1.6
Going on past precedence I have no reason to believe otherwise performance won't be hurt further in fact past indication tells me it most certainly will hurt performance

The only difference is there will most likely no longer be any zones that are near empty (Cadwell's Solver/Gold) for your alliance.

I did... and yeah, the lag was atrocious... but HOW OFTEN do you see so many players in one area at one time? You don't. The closest would probably be Rawl Ka, and even then I've never found it anything near cake day. But what do you expect when ZOS promotes a 'limited time' event with boosted XP... clearly EVERY SINGLE PLAYER is going to be going there for that.

It doesn't need to be as bad as cake day. I've had Rawl crash on me trying to load a character I had parked there or trying to wayshrine in during peak hours. The point is, it should never get as bad as cake day, let alone have loading issues for Rawl if phasing is done right.
Cyrodiil is stuck, because you can't have players take a keeps while being in a different instance than you. PvE can and should do better.

That's why they already have the 'wayshrine to friend'... it worked the same way in DCUO... over there you'd have to group up and then switch phases.

The ONLY way they could do 'better' would be to further limit the amount of people per phase, which, would also add more strain to the servers as they would have to increase the number of phases. I've personally never had a crash and Rawl Ka tends to be where I have numerous characters parked.
