I have not noticed an issue in the past, but I was usually off line for the bounty to decay even without the passive. I know of at least one time when I was not off line (logged to another character for a couple of minutes) for the bounty to decay at the slower rate, but was gone when I logged back to them. This was a few weeks ago though. My nefarious one has been behaving lately, so has not acquired any bounties.
Also, did you log out in an area that does not have the Justice System? That might have a weird effect on the sped up decay.Enjoy the game, life is what you really want to be worried about.

Just happened. I logged off to eat and watch anime while I had a 700 or so bounty, was offline for about half an hour, came back to a 500 or so bounty. I have Swiftly Forgotten maxed so it should have been dissolved completely by half an hour because I lose a little over 100 bounty every 3 minutes. I am going to have to test this to see if its just the character log or the game log.
