My gear is 5 pieces heavy + 2 light, s/s & resto staff.
Is there a better way to recover magicka? Any suggestion?

You can use the Atronach mundus, use magicka cost reduction jewelry (up to 3 then), sustain with Siphoning attacks, modify the sets you are using (Seducer for instance is one of the best when it comes to mag sustain, and is easily craftable). Heavy restoration staff attacks should also restore a big chunk of magicka.
You could be using drinks, but health/mag food is vastly superior in my opinion (and you'd lose pretty significant damage).
You need to go 5 Light to be an effective Caster with regards to resource management. Not the preferred way for a Tank though. Then again, Tanks are not supposed to be Spamming skills either. You draw aggro and hold it, and one skill will give you aggro for 15 seconds. Add in a few crowd control skills and a siphon as needed and you should never run out of resources while tanking.
However, taking a character that is set up to be a tank and doing solo DPS, as it sounds like you are doing, then your going to have issues with resources, especially in Heavy Armor.
What you could do is:
1. Gear up for Solo DPS (5 Light/2 Heavy) and play with that gear until you need to tank.
2. Have a set of gear for tanking for those times you are going to tank.
Most tanks I know run this way, mostly because they load out their gear with Health Glyphs on the tank gear. And, crafted sets like Allesia's Bulwark and Hist Bark are tailor made for tanking, but not so good for DPS.
I also play my DK like a Tank (wade in, get up in the face of the mobs and wail away) and he wears 5 Light/2 Heavy and he does just fine. His gear is all magic focused. But, if I were to actually tank a Vet Dungeon with this one, yea, it would not be pretty. But, swap him into my Tank Gear, and then it's a different story.
As an Argonian (rock on!) and as a Sap Tank, you have a massive number of options at your disposal. Since this post will be kinda long I'll likely list some things that other people will have already mentioned:
1) You don't HAVE to use heavy:
5 pc robes give you 10% more spell crit, spell penetration, tons more regen, and extra spell defense. You lose a bit of defense, but you gain a lot of offense and a lot of regen... and what you gain in offense increases how much you sap, which increases how much you heal AND how often your heals crit, which can offset any extra damage you may take! You're a sapping Argonian! You can take the hits and sap it back in no time! The heavy armor passive restores a tiny amount and with a cooldown. The regen from light is vastly superior in that regard.
2) What mundus and armor traits:
Atronach and divine armor traits can easily add hundreds to your magicka regen if that's the only issue you're having with your build. Again, not ideal from a dps standpoint, but if you're happy with your damage and every other aspect of your build, then simply changing your mundus can be the bandaid you need.
3) What morph of siphoning attacks:
Toggle version or cast and recast version? The toggle reduces your damage and heals you on light/heavy attacks (and sucks) and the other is vastly superior. As long as you weave light attacks between every skill (especially easy with a ranged weapon like your resto staff), you'll be gaining mp every attack and huge chunks of mp when Siphoning Attacks procs off of a skill. Don't use the toggle. It reduces your spell power by a %, which reduces your damage AND your healing since they're both based off spell power. Not worth it. Your damage is your sap, your sap is your healing, your healing is your life.
4) Drink or food? PvP or PVE?:
I prefer drink under almost all circumstances but food can boost your damage and potentially survivability if that's lacking. But you can't do damage without mp, and a purple drink (or blue if you prefer) can vastly boost your regen if you want to stick with heavy armor.
5) Toss in a heavy attack:
With Siphoning Attacks active, decent regen, and a resto or destro staff, a single heavy attack in the middle of a fight can restore a huge chunk of mp if necessary. Especially with restoration staff's passive bonus. It's not ideal, but under most circumstances it should only take a single completed heavy attack to give you a massive chunk of mp to finish an encounter.
Hope some or all of that helps. Once you hit 50, you'll start getting champion points and you can pour points into things that will boost your regen by a %; that will help immensely! I'll keep an eye on this thread if you have any questions ;-)

Note that when I tank I use full heavy 7/7 (which is flexible), no reduced cost of spells/block/skils, no sturdy pieces. Without CP you will need some of these things, most likely 1-2+ pieces of sturdy gear and a couple of reduced cost enchants on your jewelry. Nonetheless, light attack weaving as a saptank is genuinely the most important skill to master, with these factors being supplementary.

That's disappointing but I suppose it would be pretty crazy if it could effect unlimited targets and stick to them, too. I guess I was just hopeful, but the more I think about it, my perception of what I wanted the set to be would make practically any even semi-tanky character immortal vs a decent number of people hitting him. How do you feel about Brands of the Imperium? I used to run Draugr's Heritage in PVP and was very successful, but only because the proc was glitched and would go off anytime you were hit with an AOE that had any sort of "red" indicator (and a lot of other AOE's too), not just when you were under 20% health. Plus the knockback prevented many a gank. I haven't used it for a long time; it still may work this way, but Imperium seems to be the grown-up version of it, minus the knock-back.
I'm worried that battle spirit will make the damage shield just suck, plus it won't benefit from any of my healing bonuses like Draugr's Heritage did (my old V10 version would still proc for 8-12k despite a 4k tooltip in Cyrodiil after all my healing bonuses and battle spirit were done with it).
I'm trying to find something new to try in pvp besides the bland ol' usual, and wanted to go 5 pc heavy again since I haven't in a long time. Supplying a damage shield to the party sounds nice too, for the low low price of getting whacked around a bit. Any experience with it?
