Mandatory doesn't mean legal. Mandatory in thier case means it needs doing other wise the game grinds to a halt. Think of it like a pc disc clean up / defrag but on a huge scale. A small patch is being snuck into it as well.
No, the UK English definition of the term "mandatory" means something that is demanded by law. It may mean something different in the US, but given that we are an international community, picking a different word to use would be better. "Necessary" or "Essential" would be better choices.

In the UK, "mandatory" would mean that it is compliance with legal requirements, and updating operations so that they are lawful, that is the cause of the work.
