I don't quiet understand how the numbers for stamina recovery are totaled now. Do all your percentage based bonuses to stats only use the base stat for its calculation then just totaled after?

Everything that increases your regen or max stat by % is now done multiplicative vs additive as it was before. This would include CP points. As a result, the increase from these passives and CP end up being less than they were before.
This information, including that the results would be less, are in the patch notes. While they are long, it is always a good idea to read them.
Does anyone know why this happened? I'm a NB Khajiit. Before patch I had like 1700 stamina recovery unbuffed and now I have around 1300 lol. my 1700 was pretty bad to begin with but I made it work with my build but now its just not possible for me to sustain in a fight.
My stamina regen went down from 2.3k to 1.9k on my Bosmer NB, then some random idiot in Cyrodiil zone chat proceeded to call me a "cancer of PvP" because I like having high regen and sustain and then kept having a go at me in private chat. Like wtf is wrong with people nowadays, and GG ZoS for yet another nerf.

Well, I think it is an positive change, now we will not see ppl with 6k weap dmg and 2k recovery anymore. This is essentially a nerf. Changing something to be as it was intended, isn't always a good thing. A lot of folks already have problems with sustain, especially at lower levels. Running out of stamina/magicka is never fun - all you can do is stand there and take it like a b!otch and use light/heavy attacking (yaaaaay)
Change the formula to be a multiplicative one, rather than additive.
