I prefer recovery. I don't know the maths behind it, nor do I know if it is the most optimal way to go.
I just go with recovery cus I like it ! I'm healing just fine in every trial and dungeon with recovery, anyway. But then again I usually give a crap about what's optimal and I go with whatever I'm comfortable with

You have to calculate / test it for yourself since every healer has his own "style" of healing. But according to the math I did for myself it was pretty close.
Cost reduction glyphs have diminishing returns and have lost some value with the DB patch due to a change in how cost reduction is calculated. While percent reduction is slightly more effective, flat cost reduction on glyphs are slightly less effective.
On a properly built character the answer is usually always recovery glyphs.
Just to throw a wrench into the works, I find that Cost Reduction is better for Resource Management then Regen, at least for PvE. PvP tends to favor Regen

I've always heard reduction if you're spamming and regen if you are not spamming. I usually favor reduction more heavily in the CP tree and use regen or damage on my rings though.
