which quests do I have to do?

I'm on my fourth character and I want to just do the main quest line and have access to all territories because I've done them all several times. What do I have to do to get to coldharbour? I know I was able to skip several quests in Reaper's march in my last character by reaching level 45 I think it was because then I got a message to meet the mage guild leader. Does that trigger at that level no matter what? Because if so, I could keep doing dungeons and random quests I want to do and stick with the main quests only.

It is linked to your progress on the main quest,PC EU Megaserver
