In Cyrodiil Town Capture. Even if DC owns a town Like Vlastarus, if AD owns, Brindle or Roebeck (Not sure which one) There will be random roaming AD Guards around the town, even if the Town is owned by DC.
I don't want to sound rude but how was this not fixed, despite being told from multiple people that it is an issue? If an Alliance owns a Town then there should not be random Guards from another Alliance walking around it.
It wasn't fixed because that's the zenimax way. If you can't fix stuff in time for a release, release it anyway and ignore it for a year or two, then implement the worst bandaid fix you can think of. Done.
Also, something on top of this. In Bruma, the Guards on the Middle Flag are Hostile towards the Bruma NPC's. As the Bruma NPC's are invincible, they fight, damaging the Alliance Guards forever and killing them too.
This is less of an issue but also is annoying as you cannot help your own Alliances Guards by killing the Bruma NPC's.

There has always been a request for having more "visible fights" between the alliances and while this is a very small skirmish in the grand scheme, we liked how this plays out as the guards of the towns always kill off any would be enemy attacker NPCs. It also gives a further benefit of Alliance patrols in these towns if you capture the nearby Keeps and capture the towns.

@Taleof2Cities
The Bruma Guards fighting is a bigger issue than it seems, despite being intended. Due to Bruma Guards being invincible the Alliance Guards on the Centre Flag will surely die after a while? Meaning if someone goes to take a town, it will be far easier than intended due to the Guards being killed.
The Alliance Guards fighting I guess makes sense as ti shows Alliance conflict, however it does not look like they are attacking the town due to it being owned by a different Alliance, it looks like they are patrolling a lot of the time, which is a bit silly in my eyes, as why would they patrol a town they don't own.
