Yes sadly its always the same bs people in EU lose day becouse of this, sence zos simply only care the NA side. And side note to this, can we divide sub's based on the days in month's so people in EU can pay avarege of 2 days less than people in NA, sence clearly we can also enjoy this game less
Prime time is approx 18:00 to 2:00.
With up to 8h of maintenance, i don't think it's possible to make people all over the world happy, so all you can do is try to avoid prime-time as good as possible. As it stands, people in America are best off, eastern russia worst. Given how ESO is played is not really a thing in sea/china, i guess the current time-slot is the best they could do. Perfect for NA makes decent for western Europe. Perfect for Europe would mean decent for a region with few to no players and terrible / prime-time for NA.
However, given quite a few Russians play this game, I think moving times ~2hours earlier, would probably be better. Plus, west-cost people would maybe go to bed in time that way ^^

Well, tea time is not just a british thing, it is a commonwealth thing actually. And with it it is on every continent including antarctic, station McMordo has english scientists. And there are otherwise countries on every continent, which are members of the commonwealth and adapted the habit of tea time.
Just an example each that you get the idea:
Europe - UK obviously
Asia - India
Australia - commonwealth nation
Africa - south africa
North America - Canada
South America - Guayana
Antarctic - Station McMurdo

Well, it happened a couple of times in EVE online, that they were done with a patch earlier than expected and their scheduled times are quite short anyway. It does happen.
