Or all kinds of crappy situations in which ppl will rather get kicked so they circumvent the 15 min penalty instead of leaving.
Think about it and remember some ppl are not nice.

So three players report the offender at the same time and then that player gets suspended. I could list a dozen games in which very similar abuses as you describe have been an issue in the past. Yes we're weighting one bad scenario against the other, but the difference here is that the developers have condoned one of the abuses by providing a tool for it while the other is undeniably opposed by everyone. Players need to remember that MMO games are not just a game but they are service, and that service includes customer support which historically includes game master moderation.
It is astonishing how bad the MMORPG communities have become. Once upon a time game masters used to suspend players for doing so much as stealing a mob spawn (Everquest or FFXI for example), and now we see trolling and griefing by exploiting any mechanic possible.
