Sanctum Ophidia glitch (getting cp160 weapons at cp100 cap)

It have been mentioned in this thread since the 14th of July, so over a week now and no response:

I can understand if no ZOS member have reacted to it as it is posted in the general section, which is spammed with a lot of new threads every day, but I moved it here to get a response a bit faster, so we can know for sure whether its supposed to be or not.
To me it is quite an obvious bug/glitch as everywhere else you have to be cp160 to get cp160 loot, but who knows, might be something new from the devs.
