Empower doesn't increase the damage of blazing shield. Is this working as intended?

CasNation✭✭✭✭✭Any direct damage component of a skill can be empowered. Dots are not fully empowered. Only the first tick is empowered.
I am actually surprised to hear that Blazing shield can't be empowered. I would guess that it is because the damage is a secondary calculation on the shield. I would submit a bug report. That sounds like something that should be empowered.PC NA AD

As for Blazing Shield, I hypothesize that its inability to be empowered is because it is considered a delayed damage ability which, for all intents and purposes, is a DoT. It should function in a similar manner to Magicka Det and Daedric Curse in this context.
Other nuances that may be useful to know:
- Empower works well with DoTs that have a direct damage component, like Cripple.
- Empower's effect can be postponed to stack benefits, for example, Empower -> Shadowy Disguise -> Direct DamageEdited by Autolycus on July 21, 2016 8:29PM1 -
