Start with a Hundings Rage/Night Mothers Gaze combo (you can craft that yourself) and combine them with Marksman jewelry (buy blue ones in Robust, they are dirt cheap) enchanted with Weapon Damage glyphs. Should get you started till you get some Monster sets or Agility jewelry.

Like @Doncellius said, the 3 pieces from Agility/Endurance/Willpower beats all other 3 pieces options.

But, you still can run with other jewelry, but only if you are willing to use the 5 pieces bonus.

For instance I'm using 3x Skirmisher Jewelry on my Stam Sorc because I also run 2x other pieces on the body with 5x Eternal Hunt.

Dreugh Wax King has an interesting 3 pieces bonus (2x 129 weapon damage) and you can get them in Jewelry.
NOTE: 3x Agility > 3x Dreugh Wax King
That 1400 max stamina and 186 weapon damage is huge and beats by a fair margin 2x129 weapon damage.

When I first got to VR16 back in the days and I couldn't afford Agility Robust Jewelry, I bought Arcane and Healthy one for cheap and put purple weapon damage glyph on them. It was definitely viable. But today, if I needed something cheaper than Agility Robust, I would probably run 3x Endurance Robust instead. (3x Robust Jewelry is worth 2520 max stamina)

Not a bad idea at all.
On NA/PS4 Epic Endurance jewelry is pretty cheap, I saw many in the 5-10k range.

Jewelry from the PVP set is usually a bit more expensive, since they are a bit more rare.
(Been searching for some Transmutation rings for the past week and couldn't find any EPIC under 100k)

There used to be a bug where you received both bonuses all the time even though not reflected in your stat sheet, I think they patched it.

Even if they did you still get 2 three piece sets, 5 pieces Hundings and have space to run a monster helm and shoulders if you have them or plan on getting them or something as simple as head and shoulder last lekis till you get the monster set you want.

Good luck finding a Sharpened Agility weapons Dual Wield or Two-handed.
Endurance is definitely easier to find, but the jewelry is already so affordable.
