So you might get very high frame rate in some instanced dungeon with high settings, but then go to Cyrodiil and struggle to reach playable frame rate, without the option to tweak settings for better performance.
No idea what the ratio is for those people who avoid PVP on Xbox, but for those who participate, I imagine the frame rate in Cyrodiil is one of the highest priorities. If an updated version of the game were designed in a way to deliver average 30fps at ultra high settings 1080p in PVE areas and instanced dungeons, then your frame rate is going to drop even further in large Cyrodiil battles.

The point of this discussion is that the Scorpio is no longer this traditional console thing.
While I personally don't care for 60FPS on Xbox one cause it's not an option for ESO, consider we all have the exact same machine so while on PC settings make sense on consoles it can cause an unfair situation so the concept is higher graphical fidelity at the current FPS fo Xbox one. 30 FPS is 30 FPS regardless of how awesome it looks.
All this to say, I'd like the Xbox one version to look a whole helluva a lot better in 4K I'm not asking for personal tweaks
Your concerns are really on the PC environment where those desires make absolute perfect sense but I'd go as far as to say that would be the wrong opportunity for Xbox one even if it's possible in PvP or PvE where leaderboards and competition occur.

next time I am in PVP I'll bump my resolution down to 1080P and kick my processor up to 4.5GHz and get you a recording to find out what it is capable of. I have no idea , it should be interesting.

The problem is if it's set up to deliver 30FPS in PVE, then you may end up with around 10-15fps (or lower) in large PVP battles. It's not fun at all when this occurs.
You raise a good point about concerns of Scorpio players having an advantage over previous generation players due to higher frame rate, but I imagine this is something that will need to be addressed across all multiplayer games on the platform, no?
60fps is more enjoyable overall experience than 30fps, and then when it drops lower it starts to become frustrating to play the game.

mmm 4K gaming goodness. I don't think the console is going to be $600 and do 4K. My GTX 1080 cost $700 and it can't keep max settings in a raid and PVP and maintain 60FPS. I need another. That is $1400 in graphics cards. My processor was $500. My motherboard was $200 and my memory was something like $200 at the time. My core computer not counting the rest of the parts (HDD, PSU, Case, Keyboard, Mouse, Monitor, eat) was $1600 and I am looking at spending another $700.
There is no way a console is going to be as capable for a third the price. The Scorpio is going to probably be at least $1000 and have tons of ads to support it. Don't get me wrong I love the idea and fully support it but don't get your hopes up on it being 4K and inexpensive.
