ZOS would have to have/make an entirely new graphics configuration for that one specific system, and that won't fly.
Why?
Because with the announcement of the Xbox One Slim and Project Scorpio at this years E3, Microsoft also laid out a mandate that any/all games released on the Xbox platform must be playable on all three SKU's for the Xbox One. Meaning; if a company makes a game that fully utilizes the massive graphical power of the Scorpio, they also need to develop coding so that the games play in the same manner on the One and the One Slim as well.
Sure, ZOS could just make an upscaler or some such nonsense to support the 4k of the Scorpio, but one must weigh that against the projections of how much money would have to go into creating and supporting/maintaining that, vs. how much revenue they can project from people buying into the Scorpio.
I'd almost guarantee that those projected numbers mean that a supre-artsy ESO isn't coming out for the Scorpio.

Are you sure you know what you're talking about. The same game we play now will play on the system but unless ZOS offers an option to have better graphics settings, it won't look different. It's just a poll for the option.
Also games aren't required to play on all three. The only requirement is that the game play on the platform it's designed for not anything more. You're making a lot of assumptions and going down a road all alone that doesn't exist.
If you have an iPad game that was originally designed for an older iPad, it'll play but it plays better on the newer iPad when the dev makes updates towards the newer device. Basically all this is for now ....is the same concept.
No where has Xbox made a statement that a developer has to make a game for all three. The statement was that developer can choose to do so. Just like Steam has a setup, Xbox does just as PlayStation.
ZOS literally doesn't need to do anything other than regular patch updates, but my poll is questioning if the participants would like the option to have better graphics cause the files are there just not the options due to the current console graphical limitations.

Phil said developers do need to make sure run all games run on all three xboxes, Phil Spencer said that word for word. It is the resolutions and FPS that can depend on the developer.

If ZoS does support Scorpio it needs to have different settings for players.
Do they want 4k 30FPS with optimal settings?
2k 60 FPS with medium high settings?
1440 or 1080P 60-120 FPS Ultra settings?
Rather it just load and run the game faster and smoother.

I choose 'No' because I hope the Scorpio allows for an improvement to console performance (framerate, lag, Dashboards, etc.) but would rather the updated console fixes these problems rather then gives me better graphical fidelity.
@Niastissa
I'm not saying I hope the graphics don't improve, I'm saying if the choice is better graphics or less crashes/more frames, I choose the latter 100% of the time.

Phil is saying that the games you buy on "Xbox One" will be supported on Scorpio.
He is specifically communicating that the Xbox one family is going to be "like" other hardware so let's think of Apple iPads Tablets or even Windows machines. You buy the software and hardware and in those situations, many of the software and a lot of the hardware accessories continue to work as you upgrade.
I watched this a bunch of times and nowhere does he state that Project Scorpio games are "required" to be released on the original Xbox one. He goes on to clarify that the whole point of project Scorpio is to allow devs to provide us with a true 4K experience or utilize some of the VR capabilities. In the video the concept of a Project Scorpio game is not talked about because they don't exist but as we listen to the intent, there is going to be situations where maybe a game purchased would have two graphical versions but it's not the same.
Just want to be clear, the conversation is backwards compatible but if something is designed for project Scorpio, it's not going to run on the original Xbox one with the same features. The whole point of the hardware is to provide more and better experiences which the Xbox one cannot provide.
If you've read or seen something that specifically suggest Project Scorpio games are required to play on the Xbox one please link but this video does not say such.
Edit adding more below only:
" Project Scorpio is actually an Xbox One that can natively run games in 4K and is built with the hardware capabilities to support the high-end VR that you see happening in the PC space today"
....
All models of the Xbox One will be able to play the same library of games, and that includes Scorpio, the original Xbox One, and the just-announced Xbox One S. On Scorpio, though, many of those games will feature improvements because of the more powerful hardware. Spencer cites Halo 5 as an example. While the game is capable of running at 1080p and 60 frames per second on the Xbox One, often the resolution drops in order to maintain a solid framerate. On Scorpio that won't be the case. "When a game like that runs on Scorpio," says Spencer, "it's going to run at maximum resolution the whole time."
If the Neo supports 4K I think they willI kind of hope they update things for both the consoles, but honestly my biggest hope is that the new hardware reduces frame rate issues in pvp.

http://www.xboxachievements.com/news/news-24276-Phil-Spencer-Backtracks--Xbox-One-Scorpio-Will-Benefit-1080p-TV-Owners.html
Recap from linked article:
So, let's recap what we know for absolute certainty, regarding Scorpio:
There will be no Xbox Scorpio exclusives
Developers can opt to develop games in 4K, but don't have to
Games already released that support dynamic resolution may see improvements thanks to the Scorpio power boost
Games will look different on 1080p screens, but you need a 4KTV to reallly see the difference the console will make. Ergo: Scorpio will benefit 1080p TV users.
Announcement was made early for transparency ahead of the Xbox One S launch
Xbox One S will not play games better than vanilla Xbox One
Developers for Scorpio must support the Xbox One as well
All existing Xbox One accessories and hardware will carry over
The Xbox One Scorpio is due to launch holiday 2017.
They do want FPS parity though so a PC gamer can't destroy a console player or vice versa.
Consoles are slightly better looking than a really low-mid end PC.IcyDeadPeople wrote: »Aren't the graphics on XB1 and PS4 already pretty close to the level of PC?
The videos I've seen of console footage already look pretty great, much better than what the game looks like on my PC which is at lowest settings.
Rather than higher res textures, godrays or whatever, I'd be pushing for higher frame rate instead. The gameplay feels so much smoother when you get close to 60fps.

@IcyDeadPeople
Naah they aren't close.
My old gaming Karoo GTX260m has better quality than both the ps4 and Xbox one.
ZOS went with 1080p and 30fps but didn't possibly have enough from either console to have better lighting and detail or visuals.
It's not bad but it's far from PC even in the mid range for gaming but a 6Tflop machine is a whole diff range altogether.

260M shouldn't even be able to launch the game, as it's not compatible with DX11.

They are mid range. The lighting settings are turned down and the draw distances are shorter. Plus at the most it is 1080P. I play max settings at 4K. There is a huge difference. However the screenshots of the console versions still look pretty good for what they are.

In my case, I'm on lowest possible settings (minecraft mode) at 800x600 or 1280x720. The game looks a lot better on console compared to my experience, but I get 50-60fps in most areas except Cyrodiil.
1080p 60fps max settings in Cyrodiil battles, even i7-5820K and 980Ti cannot deliver this, but at least it can maintain around 30-40fps in those conditions, which is much higher than most PCs.
If I were to purchase the new Xbox, I'd be more concerned about whether it can get close to 1080p 60fps in Cyrodiil. Smooth frame rate is much more important than fancy textures etc., and I'd forget about 4k.
