I created my account the day esotu was released for the Xbox. I had problems getting crowns for the first 3 months. I sent multiple tickets to zos and e-mailed Microsoft several times each month.
From the fourth month on, I've got my crowns like clockwork every month on the 9th.
I had problems accessing dlc's once for about 10 minutes. Cleared my cache, restarted my console and never had that problem again.

You have the right to be upset and want this to be fixed, but I also have the right to dispute your statements whenever you make the blanket claim that it doesn't work for anyone on Xbox. Not trying to argue here just trying to help others to understand this issue and pass the information up the chain.
And you can count on the fact that, unlike other bugs, if ZOS wasn't getting payment from EVERY sub on Xbox that this issue would be addressed quickly. The fact that it hasn't seems to suggest it's more of a localized issue. ZOS has many faults but getting their money isn't one.

Call Xbox and have them refund your last subscription payment then resubscribe manually thru the game while on the phone with them still. Restart Xbox. Problem solved. At least til next month :P
That was my point exactly. You'd think the guy works for zos as much as he insists the issue is on our end and that we're all interconnected. And just as I expected his zealous attempts to white knight didn't change the fact that it's still broken for many of us.

So I went back to Xbox customer support after reading this and I got my money refunded and then resubscribed and that worked to get ESO+ working.
I got an interesting response though that may give some light into this situation. Initially when I contacted Microsoft they just told me my transaction was completed and I had an active ESO+ subscription. This time I went through their online chat room troubleshooting procedure and the agent had me do some normal steps to reset the xbox.
However when it came time to check my subscription the agent informed me that my subscription fee did not go through and that was why my account was not active. They directed me towhere it said the payment was completed not that it failed to go through.account.microsoft.com/billing/orders
When I told the agent they asked for me to send them a screen shot which I did and then they offered to refund my purchase and said I could then re purchase the subscription and that then it would work. The agent offered no explanation for why their report said my subscription did not go through while the account billing said it did.
This leads me to believe this is entirely a Microsoft issue with the handling of the billing of ESO+ subscriptions. Which would be why ZOS cant find a way to fix it.

@NewBlacksmurf What Toc is saying though is that the money was taken by Microsoft, and removed from Toc... but Microsoft didn't show the money actually being taken. So even though Toc actually had money removed, it said it did etc. there was a bug on microsoft's side of billing that didn't show the payment going through (even though it actually did).
So even with actually paying, microsoft somehow was messed up and showed it as not paid (rejected).
I reported my issue yesterday and they told me to ask for a refund and purchase ESO + again...in other words kick rocks
