The best you can get for serious PvE raiding. For playing the auxiliary healer in 4-man-group-content a mix of Kagrenac, Torug and maybe a Molag Kena shoulder will do it.

If you don't have a Resto Malstrom staff, use a Molag Kena helm or shoulder and Worm Resto staff as best setup. The Molag Kena item should be medium or heavy to get at least two Undaunted passive bonuses.

Be ready to either farm WGT and LoM for a long time or have maybe 500k to 1 million gold ready to buy the worm jewelery and a worm staff with a proper trait (+ healing or at least + crit).

I understand, 5 pieces spell power , 5 cult worm with the staff and still have a vacancy for Molag ken..
how much costing a staff ?

Exactly. The last time I looked up Master Merchant data for a Worm Staff with a + % healing trait, prices were 300k+. Those may not be set in stone, my guess is that looking up all guild traders all over Tamriel may give you a remarkable spread.

Worm Cult is okay for trials, and largely wasted in 4mans.

At the current time, there is not BiS for healing other than SPC. You are just as well off with 5 Worm Cult / 5 SPC as you are with 3 Willpower / 5SPC / 2-3 Torugs / 1 Kena.

In August, I anticipate 5 SPC / 5 Gossamer / Master's Resto to be BiS.

SPC is Meta, what you pair with it is a little more flexible. In trials, I see three main options. Worm Cult, Twilight's Remedy, or Infallible Aether. With two healers in trials, they should both were SPC, but it is typically wise to mix the off set.

In 4 man stuff, I run SPC+Worm. Works great. If the group is really bad and you are carrying them through a dungeon, Kags is better than SPC, because a bad group needs res'ed and a healer with resources more than they need an increase to their likely terrible DPS.

there are a couple good combos, ie: Hist bark + footman' fortune + malubeth / Histbark + Pariah + Malubeth

Ebon is not a especially good set

This is a common belief regarding Ebon. However, when looked at from a group perspective, its value becomes more apparent.

The current state of ESO (from a trials perspective) is one that requires tanks and healers to do everything they can to boost the effectiveness of others. Most tanks that are trials-ready don't need additional mitigation, and can, in most cases, afford to even give up some mitigation or sustain for something that will boost the party. There are better alternatives, like Alkosh, but the time investment (not to mention the underlying assumption that one has a group with which to farm) for Ebon is trivial by comparison.

While Ebon may not be the most glamorous set available to tanks, it does afford the luxury to dps who are giving up virtually all of their health for damage. Anyone who has completed these vet trials or vMA knows that an additional 1k health can be a lifesaver. Some examples include Mantikora's and Serpent's raid-wide, poison from trolls, lightning from Overcharger bannermen, shield charges from Dro'Mathra Shadowguards, Sun-Eater silences that prevent healers from casting momentarily, Ogre Shamans AoE, Dreadstalker frontals, etc. While many of these mechanics should be avoided if at all possible, stuff happens.

Julianos is "better" in terms of raw healing potential but kagnerac provides the faster resing and a bit more survivability.

Seducer, kagrenacs, Magnus and julianos are really the only options.

    5 spc
3 willpower with cost reduction (I have 3 willpower with spell dmg enchants, but I only use that for good groups!)
    2 torugs
    1 kena
<< that is what I wear, and it works wonders - in case of bad dps noobs, I change most of my healing skills for dps skills, and I provide 0 buffs.

If you don't have a steady group or good guildies to run dungeons with, I suggest 5 Kagrenacs - it's the best in pug groups. If you do have friends and guildies to run dungeons with, then go 100% for 5 Julianos instead.

    GOOD GROUPS
    Resto staff:
    • Siphon Spirit
    • Blazing Spear
    • Rapid Regeneration
    • Combat Prayer
    • Breath of Life
    • Ultimate: Aggressive Warhorn

    Destro staff:
    • Mystic Orbs
    • Repentance
    • Vampires Bane
    • Elemental Drain
    • Breath of Life
    • Ultimate: Aggressive Warhorn

    Dual Wield:
    • Repentance
    • Puncturing Sweeps
    • Dark Flare/ Vampires Bane/ Ritual of Retribution
    • Radiant Glory
    • Breath of Life
    • Ultimate: Aggressive Warhorn

I start out with 2 regens, to proc Spell Power Cure on all 4 group members, then as soon as the tank runs toward the boss I cast Siphon Spirit and Elemental Drain + Vampires bane on the boss, as soon as the tank have the boss settled in 1 spot and the whole group is gathered, I cast Aggressive Warhorn.
Aggressive Warhorn is wasted, if the tank makes a mistake at the start, or that one of the DD's is too far away, so they don't get the buff, so I usually wait with casting it untill I am assured that the group is somewhat gathered.
I always carry my resto staff, but I switch between Dual Wield and Destro staff depending on wether I have damage dealers in my group that use Elemental Damage or not.

    LOW DPS GROUPS/ TRAINING RUNS
    b]Resto staff: [/b]
    • Siphon Spirit
    • Blazing Spear

    Destro staff:
    • Mystic Orbs
    • Repentance
    • Vampires Bane
    • Elemental Drain
    • Breath of Life
    • Ultimate: Meteor (either morph)

    • Mystic Orbs/ Repentance
    • Repentance/ Puncturing Sweeps
    • Dark Flare
    • Radiant Glory
    • Breath of Life
    • Ultimate: Meteor (either morph)

These are essensially good groups with low dps, so I treat them like the above cathegory with fewer buffs. I give the resource management, and focus afterwards on dealing damage instead of buffing. So I start out with 2 Rapid Regeneration, Siphon Spirit, Blazing Spear, Elemental Drain and Dark Flare a few times before I restart my rotation.

NIGHTMARE LOW DPS GROUPS/ CARRY FULL TEAM THROUGH/ VERY BAD GROUPS
    Resto staff:
    • Siphon Spirit
    • Blazing Spear/Puncturing Sweep
    • Rapid Regeneration
    • Healing Springs

    Dual Wield:
    • Structured Entrophy
    • Puncturing Sweeps
    • Dark Flare
    • Radiant Glory/Blazing Spear
    • Inner Light
    • Ultimate: Meteor (either morph)

Talk about the dungeon before entering
    Talk about roles before entering.
Rotation here starts with mob fights, I cast 2 Healing Springs on the ground, then Siphon Spirit on a few mobs and Blazing Spear shower.
Bossfights: Depending heavily on the boss and the groups total noob level, I will sometimes not do anything to the first boss, to let the group experience how low damage they actually have, then I will deal damage at all the other bosses. Usually groups don't mind me letting them die, and execute the boss instead, after they have realized how low dps they have. - of course I try to keep everyone alive, however I have to prioritize how much I can heal, when I run low on magicka.

But thank you very much for the INFO
The good popular monster sets for dps are: Nerien'th, Valkyn Skoria, Molag Kena.
The good popular monster sets for healing are: Bogdan The Nightflame, Engine Guardian.

As a healer I really can't be arsed to care to proc a monster set, so I just use 1 Kena for the spell & weapon dmg increase. I use the other armor spot for a Torugs Pact piece + my weapons.

Nerien'th doesn't proc off of dots, so it's the first or final blow of a skill you do, that will count for that. As a templar your dps skills are all channelled dots - so it gets complicated and hard to proc, specially if you also need to heal your group.

Valkyn Skoria procs off of dots, however:
it procs only off of the first dot you cast
it has a 5 second cooldown
it is a total dps increase of ~700dmg

Molag Kena is a total resource drain, if you use 2 piece of this set as a healer, you are dooming your group.

Bogdan The Nightflame - good set for trials where 12 people stack, bad for group dungeons if you are a templar healer, and here is why:
It requires overhealing by use of HoTs to proc. Overhealing is nice, but unneccesary, specially for templars who can 1 button burst heal a group member from 1hp to full 16k+ hp.
The totem that spawns to heal your group members have a small radius, in group dungeons most groups do not stack and move around a lot - so it becomes useless.

Engine Guardian is great for healer/tank templars, and pvp. If you use it as a templar healer/dd then I suggest you learn to manage your resources, because it is not needed and doesn't benefit your dps, buff or resource management skills in any way.

For Maelstrom Arena I really do not know, since I have not done it. I think @Nifty2g made a good guide for magicka templars, that is really useful if you wish to complete that. The guide is a little old, but it is still relevant.
