Where is the Daggerfall Grocer? I need some "Bases" to level my Provisioning, but I can't find them so now I'm stuck.

There's a low-level grocer on Betnikh island, at the Dockside Trading Stalls, and another in Wayrest's Cloudy Dregs Inn who both sell Provisioning Bases.

If you are in the same boat as me, explore the northern most lands of Glenumbra, there you will have to search each and every barrel, sack, and bag that you can find to make what you need. As you progress into new lands, you'll gain new recipes that have ingredients that are found much more often! Happy hunting!

2 guys got level 50 provisioning in guild before early access was over and they went around every house in towns to go through all the lootable stuff.

Daggerfall, The Rosy Lion has some brewers. They sell receipes, too.
If you want to cook something, see if you can find receipes with fish as ingredient. It is cheap and most of the guild traders sell it. Got me to just above 40 in a couple of minutes.

Yep, if you can't find a Grocer Stall, you can usually find a Chef or Brewer in the Pub.

Here are all the Chefs in the game, Brewers are usually close by

The grocer is either in the southern most part of dagger fall city or in the middle area with a bunch of stalls where that annoying dog barks at you
