I can't agree that these two things are glued together. Wrothgar can get some low fps (25-30 for me) in certain areas, but that's it.
I am guessing this is mainly a console problem? Maybe ZoS should just cut back on the view/object/character load distance on consoles since they seem to have problems running this game. Or maybe they have to lower the texture resolution further or load fewer cells, like how you could adjust "ugridstoload" in Oblivion/ Skyrim.
I can't really answer your poll without agreeing with something I don't agree with because of how you have worded it.
@ZOS_MattFiror should hire more ppl, or better experienced ppl to do both. 7 million users now, no reason not to but poor management. Each week we should be seeing 5x the bug fixes we do in the weekly incremental patch notes, all while never missing a quarterly DLC.

Because it was 7 million unique copies sold not 7 million active users.

This situation is like the Day Z and FInal Fantasy MMO, it was buggy and both the developers knew that the structure of the game was in poor shape and the only way to fix it was to rebuild it. Basically any bug that hasn't been fixed yet won't be unless they remake the game entirely with all features planned and prepared for.
well, it seems to me quite a foolish thing to debate the semantics of a single word in my statement when you look at it either way its a VERY HUGE AMOUNT OF $$$$$$. More than enough to field a few more staff members to get DLC done on time while fixing more bugs than they are currently.
