IDK, after seeing the Tormentor set only proc on 1 target, even with an AoE charge like Explosive Charge, I can't help but feel like it's intended, which I'd say isn't surprising considering the logic, or lack there of, in a lot of ZOS's decisions.
I believe it also debuffed by Battle Spirit. Than 3300 damage transform into 1650 damage to one target. Can't remember for sure as i deconstructed it upon realizing that it proc on 1 target only with super low proc rate.

I cannot imagine that this "only" hitting one enemy is intended.
A quick Math
Assume the practical most favorable situation, that 5 mobs attack you.
Assume that you are a NB Sap Essence Tank, semi-permablocking with Sap Essence (no way BTW, that you can sustain this because of Magicka Resource sustain !)
Assume the mobs hit you every two seconds
Now you have a proc chance of 10% of on average 5 times per 2 seconds
So every 4 seconds it procs
Assume that it would really hit all 5 enemies...
In that case you get a 3000 DPS / 4 seconds is a 750 DPS increase per enemy
Your Sap Essence will do 3k DPS per enemy
So a buff of 25% on your AOE DPS.....
..... for the most, most favorable situation.
I think that would be ok for such a set
