It shouldnt have taken months. None of the countless issues that take obscene amounts of time to be commented on much less fixed should take as long as they do. People are nasty because theyve been treated this way for 2.5 years. Youre welcome to praise zos for their reply here, im of the opinion that it should have taken 2 minutes and been a response on the pts forums when videos were first posted.

If you open ESO without the launcher after being banned or during maintenance you will get an error. So that point is moot.
You could be dropped immediately with a server check on z-axis

I'm not trying to make an argument that 'everyone else is doing it', but it is widespread enough to become a part of cyrodiil culture, and not everyone keeps up on the forums. If I started recording and reporting everyone I saw doing this, and they were banned, I expect the majority of them would have no clue as to why they were banned. The TOS gives no examples of exploits, and there is no in-game communication of this particular action being considered an exploit.
Furthermore, due to their animations, dragonleap and ambush even look plausible when used to jump into a keep.
I wonder if making a forum post about cyrodiil's rules of engagement is really the best way to stop the behavior, or if maybe gap closers should just be adjusted instead. If it is too difficult to patch (and the issue is pressing enough) an in-game message would be helpful for curbing behavior, either in the TOS or some other means.

Alright, how about an in-game mail or an in-game notification message advising the player to desist from the exploitative behavior? There comes a point where individuals need to be held accountable for their actions.

The list would be much bigger than that and also they are letting people know their are ways to exploit such things and then people would go and do it regardless. I don't think zos wants to write out how many bugs there are that people can exploit

Said player probably won't be happy about that, cause he or she might think it's just an added mechanic. I'm sure this happens quite a lot or is going to happen from now on
This is the worst case scenario, but a new player having used a gap closer in PvE and not flown around the world would use it in PvP and be like hmm thats strange.
Then ask, hey is this legit?
Then people say, nah, its bugged, don't do it.
Then they don't do it.
They don't get emperor and then troll kill hundreds of people inside a keep.
These are not the same
I'd say yes they are the same
This is why personal with this sort of bug I don't think zos should start banning for it, because some people are doing it unintentionally
Also no one uses gap closers in pve, and when you think about it logically dragon leaping into a keep sounds like a mechanic and so does teleport strike onto a keep sounds like a mechanic.
I'm all for sorting exploits out but with one like this there's going to be a lot of innocents banned
Then the goal should be to inform. If they are reported and shown to have gapped into a keep, they get a message saying that is exploitative behavior.
If they continue, ignorance is not viable.

I'm just giving you real scenarios that will happen or excuses people will make use of and why announcing it as an exploit is a bad idea, the witch hunt is now on
Alright, how about an in-game mail or an in-game notification message advising the player to desist from the exploitative behavior? There comes a point where individuals need to be held accountable for their actions.
