This is one of my solutions to the exact problem you list, as well as the issue that crafting could be so much more than it is. Its like a Bon Jovi song, halfway there.

NO, Prosperous and Training should be omitted from the loot tables.
Having those traits on End Game gear is worthless as well as pointless. The purpose of End Game gear is to do more damage/healing, not get more gold. Training is such a wasted trait for End Game Gear. Most people that are working up the skills won't make a maxed level item with training, it takes too many materials for it. So why would they want that trait on some of the best drops in the game? Pointless.....

Adding those traits, to the end game gear loot tables, is the kind of move why people call the dev team incompetent. It also makes one wonder whether anyone at ZOS has a functioning brain. It is such an obviously bad idea, that only a blustering idiot would even contemplate of doing it.
No one wants to have a rare bit of gear, requiring multiple runs of a particular delve, to drop in either of these traits. Just about anyone, who's grinding such gear sets, will is not not in a position to really give a rats ass about either one of them. When you reach end game content, those two traits become utterly pointless. And anyone who is still in a position to benefit from them, can easily just craft a full suit of gear with those traits.
Juts think about it for a minute - the minor xp boost offered by Training becomes meaningless once you are near the CP gap. Grinding points that are over the gap is not sensible way for anyone to spend their time. And with the vet levels gone, you don't have to spend much time leveling alts either. So training on post level 50 gear should only exist in crafted sets. If someone really and truly wants to keep grinding CP past the cap, then they can always craft a special gear set for just that. But most of us will be spending our time doing other stuff, and not really worry all that much about how much xp we receive.
As for prosperous... please, when you reach end game and spend most of your time doing raids or just PVP:ing, the paltry gold dropped by mobs has ceased to be meaningful in any way. Think about it, with full set of prosperous gear, a mob that would otherwise drop 20 gold will now drop 32 gold. So after killing about 1000 of those things you will have gained 12k extra gold. Whopdidoo...
You no doubt would've gained much more gold by spending that time farming crafting nodes for raw mats and then refining them for gold tempers.
So yeah ZOS, if you're getting tired of people calling you incompetent, then stop pulling this kind of ***!

If I want a prosperous or training set of armour I will craft them. They are useless for endgame, and are only good for grinding, in which case, you don't need endgame gear to grind, just a couple crafted sets.

Why would anyone want these traits on end-game equipment? It is not even like "Training" is going to be as useful for maxking out an equipment skill after the update either, since it changes to increasing EXP from enemies killed, not the rate which armor and weapon skills increase. And Prosperous is about gold dropped by mobs.
If they were worked into some useful trait, like the old Sturdy is now part of Impenetrable, I could see the appeal. But now? No thanks. Having them in the loot tables for end-game equipment is just going to ruin some people's days.

Just leave the loot tables to drop prosperous/training gear at every dungeon level until CP160. The fact that someone would choose to have prosperous/training as a trait means they are more concerned with farming gold/xp than min/maxing and therefore would not mind running a set just 10CP lower.
As far as monster shoulders/helms, maybe there isn't really a way around these traits, but as far as trial drops go implementing something like the above would be a huge step in the right direction.
