Because the constant need for nerfs is what is ruining so many skills and sets and whatever else.
Dawnbreaker has been a thing since ages ago. Before the changes it was simply magicka Emps spamming it (in combination with Shooting Star which is even worse).Susano'o

They don't nerf magic or buff stamina they made a comment sense change that the stamina guild deals stamina damage. The Mage's guild it not better for stamina then it was for mages, that the fighter Guild was better for mages then stamina. The ultimate has always been powerful now it actually makes use of stamina set ups.
I have killed emps 1v1 it's hard but they are not Gods a weak farming with emp buffs is still a weak farmer. Are you hard CCing, root spamming, resistance debuff, healing/damage debuff? That's the thing: it's only one player. A player who has put in a lot of hard work in Cyrodiil to achieve that title, and all the perks that come with it.
ZOS can't exaclty tone down every Ultimate in the game just because of one dedicated player on each campaign. That would ruin the balance us regular players currently have (even a cost increase for Dawnbreaker would have a big impact on Stamina builds)
Let emperors be emperors, and let the Ultimates be the way they are now "Stand strong, stay true and shelter all."

There is a massive difference between 15 and 1 and you would have to maintain your lead for a pretty long time and can miss it altogether in spite of all the work. Also you would need a good deal of support if you try to get the emperor keeps in popular campaigns. I am saying this as a former emperor.0 -

FG got scaled with cp so basically a 20-25% buff depending on how much cp you put into mighty.
The fact your getting rekt by an emp isn't due to the FG buff, it's because he emp ffs, the only one on a campaign which he got by having the highest ap of his faction and managing to get all inner keeps. Your not mean't to be able to kill and emp 1v1, a good emp with the right build can cut through zergs.
