In PvE you can get by with less penetration, but still sharpened is currently #1 trait unless you are running FULLY optimized trial group which very little amount of players are. And there is a reason why Night Mothers Gaze is a considerable DPS gain over Hundings. And so on and so forth.
But PvE is also using crit as meta, so you are better off with 1 dagger 1 axe over 2x maces DPS-wise. It wont work for PvP though.

And yes, there's just a bloatload of stamina dps catering in ESO, I'd like to see the same possibilities for magicka/spelldamage builds.

Have you played a magicka DK? It's all melee class skills.
That may be their thinking, but ranged damage is very hard to maintain in pvp with the glut of roots, snares, and gap closers.

Templars have access to a minor spell damage buff (10% more) just from 1 passive, Sorcerer would need 5 Sorc abilities slotted to reach that and this is not a good setup.
So imo, Templars are the ones with the highest spell damage, because they need to slot nothing in order to gain it really, they just have it.
