You make a bid throughout the week but it's blind-bidding and you won't know if you won until the traders turn over for the week at the buttcrack of dawn on Monday at 6 AM EDT. From there you have about ten minutes to scramble for a guild trader that nobody bid on in the world.1. When do guild traders go up for auction and must I bid in that moment?
2. If I lose all my members, do I lose everything stored in the guild bank?
3. If I give a rank the power to promote, can they promote people to their same rank or the rank right beneath it? I'm assuming that they can't promote beyond their rank unless ZOS set that up wrong.

What would you say is a proper bid for a trader that's not in Rawl or the other top spots? (ballpark figures)

I would be in the mid to high 5 figures for an out of the way Kiosk. Not that you could not get one for less some weeks. Even then, your probably not going to make back the Kiosk Fee in taxes. At this point, your guild is subsidizing the cost of the trader for the good of the membership.
