At launch PvP was plagued by beta testers who exploited the *** out of some things they conveniently didn't notice in their testing.
I wasn't referring to CE but the idea that you don't use things like double mundus or overload bar bug because it falls outside the boundaries of the game as intended by ZOS.

i seen this today by the same pair a dk and nb, 6-10 EP pounding on them health barely moving, constantly rolling not many vigor, legate ranks.

I know what casting a rally looks like. He does not cast rally, he casts vigor. And the health bar shoots to full instantly, not only after the ability use CD triggered by vigor expired to allow him to cast something else.
Potion would be a nice explanation if the guy wasn't repeating the trick every 5-10 seconds with several people beating on him.

Some dude linked me his gear yesterday after getting wrecked, dude was running around with blue lower level weapons and mismatched sets. If you don't know how to build, you won't harm someone who does. If you surround yourself with like minded players, you will get 1vX'd without your target breaking a sweat.

And I can roll like 7 times on my stam before I start to feel strain on my resources. Some people can roll more than that. It's called managing resources well...

1. The poisons are purgable by certain classes. This can nullify them.
2. The 5+ dodgeroll can easily be accounted for by a heavy dodge build, perhaps running skirmisher, stacking some into tumbling.
3. The stamina build at 30% doesn't get healed to full by a single vigor tick, you're misunderstanding what you're seeing. It's more likely that their rally was below 10-15 seconds left and they got a fat burst heal from that. Vigor is a heal over time and doesn't have the capabilities to heal someone for 70% health in one tick.
4. Heavy attacks are also very good for restoring resources this patch. If you're being heavy attacked, that person is sustaining off of you while also doing great damage.
5. Not a single one of the things you listed are a sure-in clue that your opponent is cheating. This is what's so toxic about the community at this time. Everyone's screaming speed hax and heal hax and damage hax and no one is taking any kind of time or patience to evaluate whether what they are seeing is actually possible within the context of the game.

I know I'm not a cheater. The people I play with and against know I'm not, and that's enough for me. And if you can prove me otherwise, then upload it and showcase it.
