You have moved from the starter island to the continent and at level 10 you should be in Stonefalls. The next zone by questline/levels is Deshaan, which is accessible by the road that runs south in the southwest corner of the Stonefalls map. The City Center building in Mournhold, which is in Deshaan, has shrines where you can respec. If you are in a guild you can group with a guildie and have them stand in Mournhold then travel to them.

The shrines include one for attributes (Shrine to Kyne) and one for skills (Shrine to Stuhn). The one for skills allows two options: to refund all of your skill points to respend, or to only refund the skill points for morphs. Refunding all of your skill points is much more expensive and unless it was changed the cost was 100 gold per point. So the more you skill points you have spent, the more expensive a respec is. Resetting morphs only costs far less than resetting all skill points (it doesn't cost 100 gold per point). Resetting attributes is also relatively cheaper.

There is a third shrine, to Mara, but that is for people who want to get married.

You're in no way close to nearing the end of the Stonefalls quest chain at level 10. In fact, you've probably just begun. Not exactly sure but it looks like from your description that you haven't left the first city in Stonefalls, Davon's Watch. If this is the case you've explored about 10% of the Stonefalls region. Deshaan, which contains the city of Mournhold, is in another region entirely.

Well, your quests will take you back south. If you look south on the bottom of the Stonefalls map, more to the west, you will see a mountain and lots of orange for lava. That is the Tormented Spire, and no spoilers, but the questline for the zone will take you there. A road runs in a north-south direction to the west of that mountain then curves east to continue on south of the Spire toward the absolute bottom of the map. That is the road to Deshaan.

Mournhold, capital of the Pact, is just a bit west to dead-center of the Deshaan map. If you look on the western half of that map you see water coming up from another zone (Shadowfen). Some of it creates a long lake on the bottom of the map's western side running east-west, but some of that waterway goes in a more north-south direction. Mournhold is on the east (right) side of that north-south waterway.
