    I can't get immersed or role play in this game, so I don't care about a bunch of dead NPCs. I actually find it pretty funny. Bodies everywhere. The guy at daggerfall wayshrine has been horizontal for a week.

    It's the summer of the Dark Brotherhood. Bards will be singing about this for years. Decades now scholars will try to analyze if it was from Molag Bal's assault on Tamriel, or a particularly hot summer, like the one of Sam. I am glad that you have taken a moment to look around and understand your place in, this dark time in the history of the world.     The problem is with the bodies themselves.
    You murder an innocent just because you can, not because you need to.
    Its a great experiment in human behavior: What people do when they can get away with stuff.
    Its actually a bit disconcerting really, because I found myself roaming rather compulsively from NPC to NPC, just to see how many I could kill and get away with before the Guards Noticed.
    The disturbing realization was that I could slaughter an entire town of people, take their stuff, fence it off for gold, and pay off any bounty I had accrued, all without the guards ever noticing.

    The Dark Brotherhood is about Contracted killing, not mindless murder-sprees.
    The solution is simple:
    Remove the Blade of Woe option for non-contracted innocent NPC's in non-restricted areas.

    Which could be considerable if not for the fact you obtain Dried/Tainted Blood by killing with it...
    Simply increase the drop rate for contracted targets by alot.
    Since the downtime is currently atrocious; take contract, travel to <x>, complete kill, travel back to sanctum, rinse, repeat, then why not simply award the Blood as a 100% guarantee for all contracted kills?
    It would still take about as long.

    Distracting the guards to make the work of this one easier

    Complementing the fur
    Buying drinks
    Saving the tail of this one in dungeon runs over and over again

    Other things may qualify at the whim of Khajiit and also depending on how tiddly she is.

    And lol at those who want pvp justice system. You don't like bodies in the streets; but you will be fine with all out war in the streets when players can fight each other?

    Since DB, the game is a total failure in regard of immersion.
    No society could and would tolerate a behavior like this.
    ZOS failed to give us a working jurisdiction and bounty system,

    The game now is completely nuts.
    It is not like an Elder Scrolls family game anymore,
    more like a kind of GTA, celebrating violence. Disgusting.

    At least it wasn't like Kvatch during the first week of DB. Never mind the constant slaughter going on in the streets, trying to quest was a nightmare since there's be no NPCs alive except the guards and groups of people were standing behind quest targets waiting to kill them.

    DB repeatable quests are for one target, but a lot of new players or those coming back to the game can also get justice achievements by killing NPCs (think it's up to 100) so I'd imagine in all busy or low level towns there'd be massacres happening.

    As others have said, give it a few weeks/months and things will start calming down and getting peaceful again.

    Shame they scrapped the PvP Justice System but honestly I'm not sure how you could've balanced that with the way DB works where you NEED to kill people to do certain objectives. I'd imagine no one would do DB if you got penalized for every single NPC you had to kill to progress the storyline.
    If you didn't get caught their be no problem be a better assassin and PVP enforcers would have no reason to think your breaking the law.Also ZOS could make quest for those DLc into instances zone.The less lazy fix to this problem but we know them far from lazy.

    Vulkhel Guard used to be a peaceful town. Ya, there was the occasional thief here and there. That was fine. Also there was the occasional new player who would accidentally attack an npc and cause a ruckus. But it rarely happened. It used to be a nice vibrant town to get immersed in. The whole atmosphere was peaceful. But now you can't go a minute without hearing people getting murdered all around you. I'm trying to do some crafting, some trading, organize my items at the banker, all the while people are getting murdered all around me. Corpses lying on the streets and avenues. This applies to every towns I visit.

    I'm so sick of this. It's at odds with the whole ambient of the place. Ruins my immersion. If the town's were designed to be seedy dangerous places crawling with thieves and murderers, and the atmosphere build around that, I'd be fine with it. But they're not. They were designed to be peaceful lawful vibrant towns full of life. Which motivates the player to spend hours doing these quests to save the town from threats that would destroy it, and return a hero. But now you return to a town full of players murdering NPCs in plain site and you can't do anything about it. They just walk over to the next NPC and continue killing. What's the point? I guess players are doing it to get some lame achievement. But this is stupid. I can't attack them. Can't do anything about it. And it looks like its real easy for players to go on these killing sprees. How is this even fun?

    Can we introduce some method of allowing players to report and sick guards on other players who kill NPCs? I'm sure the people going on these murdering sprees would appreciate the extra challenge.

    I was actually just thinking the same yesterday - over hearing SHING! and dead body right in the middle of Stormhaven and no one gives a fig. Guards are no lollygaggin....did someone steal a sweetroll?

    Im not sure if you have played through the game or not, but most of the NPCs in this game are defenseless.

    It's the game achievements.. I'm sure that's what many are going for. It says to kill 100 NPCs throughout Tamried, 20 in Anvil and another 20 in Kvatch. With so many people online and I'm sure ESO online will attract more to DB, there will always be bloodbath around. Plus, you have that repeatable assassin mission in DB and the Litany of Blood.

    Even before DB came out I'd go to Vulkhel Guard - easy to pick-pocket the priests... and then kill them :)

    Well it will cool down when people have played through DB, but at the same time this is the only method for farming the style mats for Assassins League.

    I like the idea of reporting killers to the guards though... I'm pretty sure my wrongdoings interfeared with some RP'er and I would not be offended if the guards wanted to waterboard me a little bit :smiley:

    1- change BoW to have a 5 minute cooldown, or make it a level 12 DB ability, not 1.
    2- if a crime is witnessed by another player, a 1/10 (or more) bounty is accrued, cumulative per player witness.
    3- if a bounty of 1000 or more is achieved, PvP is turned on and the character begins glowing a bright red outline.
    4- if bounty over 2000, then killing that player rewards the hunter an amount of gold equal to 5x the criminal's CP, or equal to their level.

    Stuff like this would change the situation.

    2 wasn't PvP, though... And, kill 3 citizens would then require killing them, not assassinating them. The problem is that the huge amounts of citizens being killed is a result of players not getting bounties, BoW allows that to happen. The problem with BoW is that it's like handing a top-tier equipment to everyone, no one had to earn it, and therefore everyone has it. So, yes, it gets used all the time.

    Remember back to the start of the game. If vampire/ww bites were 1st lvl, and had no cooldown, how many would have been walking around? Instead, they gave it a massive cooldown, and made people earn it, and we had 'reasonable' amounts of them running around. Do the same with BoW.

    No, the most simple solution would be to make the DB xp higher for a contract. As it is now, you need Litany of Blood (around 15 kills) + another 30 contract kills or so to unlock the final quest. Higher xp would mean lesser contract kills.
