This is a tricky thing to suss out. Vivec City is clearly of Velothi Culture, which flourished back in the Melthic Era, a couple of thousand years before the events of ESO. There is talk of Vivec City a 1000 years before the events of ESO. So, was the city build or expanded by Vivec? I vote it was taken over and possibly expanded.
So, Vivec exists in the timeline, just not sure how much of it is there.

I love the pretty green Auridon, with the sea always so close by, and the wild, overgrown green-ness of the other areas. I would also love to live in a tree-house, so perhaps I would choose Grahtwood or Greenshade even... Abah's Landing is very pretty, but I see it as more of a nice place to visit, like a holiday destination, rather than a nice place to live, and although Windhelm is beautiful, with the snow and all, I think the constant cold and lack of greenery would drive me insane

I always log my main character out in Eastmarch, as its such a peaceful place right now, being in Cadwells Gold for me. Also, the in-game music for Eastmarch is wonderful. They have just added the "Fulstrom Homestead" music to Eastmarch now, along with "Northpoint Nocturne" and "Moth, Butterfly and Torchbug".

Honestly, unless the housing area has as easy a crafting and banking layout such that it would either be or replace raw as the hub of the game I will not have any interest in living there. I like to see the for sales in zone, like to be where I can easily shop at the best trade guilds, and like to easily be able to do writs when I have the inkling.
I am currently worried for the future of ESO. Population seems like it is in free fall and the cancellation of the North America in-person gathering feels very much like pulling the plug. Kudos on fixing the in-game economy though. Clearly whatever gold shenanigans were happening the last couple years are fixed.0 -
