If by surprise attack, you mean ambush? One is a teleport and another is a gap closer. That is the WHY, bit not my opinion of how it should be.

Plus, gap closers post DB are a little...well, teleporty already :P

Only Chains should have that power...

Although, the move is called Teleport Strike

Maybe those 2 and Take Flight should be allowed to do that :p

Fixed. But chains is like a grappling hook and it should have elevation as it yanks you torwards it unlike the other gaps closers. Also Topppling charge its just a powerful rush

To be honest, I'd rather see ONLY leap work on different elevations...if something even did at all.

As a minor consolation, I hear silver leash DOES scale elevations in... "certain locations" where it may be "advantageous". ZoS has confirmed that any way one gets into an enemy keep without breaching a wall is an exploit. So depending on why you want elevationless chaining (or less strict such limitations), I'd say in PvE A-OK, do it. In PvP, some specific elevated areas NEED to be unchainable, unleapable, unteleportable, and ungapcloserable. Just imo anyway.

Mostly for people who sit on top of a high rock sniping me is my main concern and I do like jumping into keeps but if thats gonna be patched then it should still not scale for everything else

2 years in and were still trying to get basic combat to work. I thought they were supposed to get better in DB but they have gotten worse. Between, shuffle dodge, dodge roll, and elevation chains almost never works at all.

The followup animation on it is way to long as well. You can chain a guy on a horse and he is out of range before you can follow up with whip.

Telenor strike is barred by anything higher than it. For instance, a person cannot teleport from ground to keep wall like leap. However, you can teleport from keep wall to ground. A small increase in elevation is fine, but anything more than teleport won't work. There was a brief window when dB dropped that it could go to higher elevations along with every other gap closet, but that was fixed.

No mate ^ teleport strike works from the ground up to the keep. Not even at a slight angle, I mean dead vertical. That's stupid.

That's not true. If you still see this occurring than report it because it is a bug. Perhaps this bug is still in on console since dB launch? I have tried on numerous occasions to do since they fixed and am unable to do so. However, there are certain areas where you can get on a high enough elevation to ambush players on walls or resources. Even sorts can streak at these locations.

Thread also begs the question why can't I control the direction of my bolt escape/streak/ball of lightning. It's also clearly a teleport ability.
