Remove item binding, remove the dumb NPC selling PvE items, bring back the old cross PvE/PvP trade from before undaunted happened.
Stop pushing the two communities apart and start working on your launch goals of keeping them together trading and helping one another in various ways.

This is a bit of an exaggeration in the sense that, yes PvE'ers will acquire more shoulders and helms per week. However, the number of available traits is drastically larger. Thus your chances of getting the piece you want is left to RNG whereas we are guaranteed best in slot.

People have been running impen since 1.6 when damage was insane. It's not a "new meta".

This. I run pledges pretty much every day. Want to know the trait I see the most dropped for me? Prosperous and Well-fitted. I was super happy to get a medium divines Bloodspawn helm this last time I ran Spindleclutch for the pledge. I'd been looking for MONTHS for that helm. So yes, you get more chances at getting a helm if you do it every day, but RNG is still a ***. Much more so now that they added more garbage traits to the drop chance.

Maybe we didn't play the same 1.6 but on EU 1.6 was full nirn unless you were wearing dropped and then it was infused/divines. Everybody was running full impen from 1.0 to 1.5 though, when it was reducing crit chances (and not crit damage). From my experience impen became popular again in 1.7 after nirn got nerfed to nothing.

1.6? Way before then. Impen was the way to go when I started PVP in 1.3.
In 1.6 and 2.0, I would say nirnhoned was more popular than impen.

The general rule if you don't run full impen is to run infused on big pieces especially if you use prismatic glyphs, that means impen on a shoulder is in fact 100% mandatory.
