✭✭✭✭✭I have heard people report it goes much slower than their normal connections allow but never this slow.

Avast does occasionally get in the way of downloads and updates. It isn't a bad idea to add the game and launcher (or just the whole game folder) to any antivirus, malware, or firewall feature as a safe or exception program.
If you need these locations by default are as follows:
C:\ Program files x86 \ ZenimaxOnline \ Launcher \ Bethesda.net_Launcher.exe
