I play mainly PvE zones in PvP. For me this is a simple way to get on make a little in game coin daily. Over the past few days I have seen something odd the enemy hits me with 4 of the same heavy attacks in less than a single second. I have been told by other guild mates this is usually macro keys. My guild mates tell me this is forbidden, but I have not found anything stating so in writing. I play as EP and I have only observed this when going up against DC opponents. My question is on macro keys are they forbidden and if so where is it documented on their prohibited use.

"In addition to the restrictions, conditions and limitations set forth in the ZeniMax Terms of Service and the ZeniMax Code of Conduct, the license granted to you in this Agreement is subject to the conditions, restrictions and limitations set forth in Sections 1, 2, and this Section 4 of this Agreement (collectively, the "License Limitations"). Any use of the Game in violation of the License Limitations will be regarded as an infringement of ZeniMax's copyrights in and to the Game and will be a breach of this Agreement. You agree that you will not and will not assist any other person, under any circumstances:

C.use cheats, automation software (bots), hacks, mods or any other unauthorized third-party software designed to modify the Game or adversely impact any other persons playing of the Game or his/her experience of playing the Game;"

It appears however, the EULA was revised since last I looked at it, whereas it used to explicitly state something like, "use of software to automate multiple keystrokes is prohibited..." etc. Now it appears to be limited to "automation software".

Macro hot keys can't do this alone . Cheat engine speeds it up and using that program will get you banned .

automation software is a broader term than encompasses macros.

Every pvp game ever has banned macros, this one just didn't do anything about it
Tl;dr really weigh the fun you have in game vs the business practices you are supporting.

What you are looking for is in Section 9 of the Terms of Service:

You agree not to use any hardware or software or any other method of support that is not authorized by ZeniMax or that may in any way influence or advantage Your playing abilities, or influence or advantage Your use of the Services. Third party tools, the use of "bots", "speed hacks", "deep-link", "page-scrape", "robot", "spider", algorithms or other programs that copy or monitor any part of the Services (including, but not limited to, the Game(s) and/or forums), software that transmits, manipulates, or distributes (including, but are limited to, "mirroring") the data stream or any aspect of the Services to another computer, server websites or other publication or distribution media, or software that permits You to use Services without human input are examples of methods not authorized by ZeniMax.

The use of macros would be considered hardware/software that influences your playing abilities. Specifically, I believe a macro counts as something which enables you to press one key to take the place of pressing multiple keys, and so would be considered software which permits use of the Service without human input. So yes, using macros is against the Terms of Service.

Edit: Looks like I was beaten to it by some other replies, including a relevant quote from the EULA as well ;)

I've always found it dubious myself, but nothing has been done about it so I can only assume it's not game-changing enough in Zenimax's eyes to warrant taking steps to abolishing its use.
You agree not to use any hardware or software or any other method of support that is not authorized by ZeniMax or that may in any way influence or advantage Your playing abilities, or influence or advantage Your use of the Services.

Just keep note of who you suspect takes part in such a practice and avoid them when possible. That's really all you can do.

Don't incorporate bugs into your builds, and you won't have [an] issue.

This can't be done by just using macros. No matter how advanced your macros are, you can't use skills more than once every ~0.9 sec. There is a cheat engine which apparently made it possible to break this cooldown, but people who used it got perma banned.

Most recording software is cheap . It's great to have in general for making memories in video of the game but also comes in handy when pvping . If you see this happen and spot the player again , try to get some footage and send it to ZOS . Keep it raw and uncut . Video along with a /bug report included with the suspicious players name sens a lot of information to the Devs for review . I know it's more time consuming but your helping many people keep the game fair for everyone .

Almost every emp on every platform AP boosts to win.

Look at the people who have million more than the people you actually anywhere on the map.

Zos has known about this since beta and has done nothing.

If no one complains they don't care

    Cute, but not true.

Only a small fraction of people got banned, there's still plenty of people using CE and CE equivalent 3rd party software.
