Until they make investing in health attribute points attractive, the cookie cutter DPS rules and there's no incentive to hybridize.
It's almost as if ZOS frowns upon anything that is unique and brings depth to this game.
Instead of removing some of the few existing unique item stats, they should be adding more of them to encourage more build variety, not only in term of set bonuses but also in terms of enchants/base stats of the items.

I still waiting for return of Blessing of the Potentates and Healing Mage, there was a lot of awesome sets and somehow they was forgotten >.<

Potato Potentates set is actually in game as CP160, it's one of the sets they scaled up. The sword also used to have a double strength disease damage enchant (dealt 5k disease damage), but that has also been nerfed to oblivion now.
I fully expect them to bring Healing Mage & other AA/Hel Ra sets to CP160 when they scale up those trials.
Perhaps so. But did anyone really care about the crusher enchant the last time this set was relevant? I do not recall. However, as weapon enchants have been significantly buffed in 2.4, it had obviously become OP. Crusher is a very good enchant now. A double-strength Crusher is over the top.@zyk , those sets were not bugged, they've had special enchants since the beta. The inferno staff even hashad a unique one that deals flame damage and reduces target's weapon/spell damage.
Those were intentionally created to be unique and worth using, and now they're not.
