Better yet, they should just make grand soul gems drop at all levels and be the only gems capable of resurrecting players. It really isn't necessary to tie soul gems to character level ESPECIALLY since ZOS has moved to zone scaling for DLC (which is awesome).
Lesser gems can drop too, but they would be either vendor trash or used to charge weapons.

As far as I am aware only boss mobs drop grand soul gems in scaled dungeons

I don't know what drops them, but on my newest DK who started tanking group finder dungeons at level 10, i ended up with a sh.load of grand soulgems in my inventory after a while. Certainly more than the total # of bosses i killed.
Absolutely this. All other consumables scale with you when you are battle-levelled, it makes no sense that soul gems don't scale too.Just make it so that when you are scaled, any gem normally large enough for your base level would work on targets at the level you were scaled to.
