If I were yodased I would consider putting some sort of disclaimer regarding cheaters. Since ESO forum rules disallow naming and shaming, I applaude his efforts to create a database of known cheaters, and if his add-on can do what he's hoping it to do, well, good!
Also libel and slander work both ways, those crying slander or libel would have to prove they weren't doing anything wrong in a court of law, as far as my knowledge goes, also I could just imagine the small claims courts reaction to "this guys said I was cheating on a video game and I wasn't."
