I can pay someone to mow my lawn, and I can pay him in advance. If he has the money, and my lawn is still not mowed after the agreed upon date, then that would be unacceptable and I could and, would be well within my rights, to take him to court.
We are paying ZOS to have access to the DLC when we agreed we would have access to it. We are paying them for a service.
So yeah, maybe the guy will call me and explain there was an emergency and that's why he couldn't come mow my lawn, but I would only be ok with it if the communication was made a logical explanation provided.
ZOS is doing a terrible job of communicating and there in lies our problem.

Yea but we also signed the poor industry standard of a TOS agreement saying updates can take any time zOS deems them ready for release or decide what communication is viable.
Sadly only action is via wallet, unless you want a governmental agency requiring stamped and sign patch copies for official review and approval?
