A short ban, followed by a permanent "Cheater" title on all their characters. Then it's not that they can't play at all. They just have to be publicly reminded of their shame for the rest of their visits to Tamriel.
Basically the asterisk for a different kind of sport.
Perma ban the cheaters as it is already a huge problem in the game - ruining the enjoyment of others.
While I understand giving people second chances in most cases, I truly believe that this sin't just the time because of the severity of the situation. There are times I believe that mercy and forgiveness is one thing but if people start to get used to it, they'll just continue exploting it.
In other words, tough love and discipline

The problem is that people are just being blatant right now in order to bring attention to themselves. Once permabans go out people will just stop being as blatant. For example, if someone increases all of their stats by 20% it would be hard to identify them as a hacker. They need to come up with some kind of programmatic way to identify people using this.

And it would do a whole lot less damage to PVP.
I'd much rather have a few people that have 20% higher stats than groups full of obvious hackers.
