I haven't been playing too much recently, but doesn't ESO have some sort of anti-cheat? And since it's an MMO wouldn't you have to somehow hack the actual servers in order to hack/cheat in any sort of way? IDK how it works really but I'm kind of doubtful about cheating in a game like this, but hey who knows.

Definitely needs to be patched. I don't think anyone will get banned if it's something in the game (unrelated to another program). As far as I know, nobody got banned when you could gain back all your stam with roll dodge + forward + block (launch of orsinium - was hotfixed).

That would mean you'd have to clear the entire thing in 30mins. (give or take), not use any sigils, have amazingly fast load screens, and be able to burn the bosses in like 2 or 3mins. tops...

People run around cheating, yet we're not allowed to talk about it or ask for actions to be taken because then we get hit with post removals and bans.
I understand no naming/shaming and not talking about moderation rules. However I think ZOS really needs to open a dialogue soon about exploiting/cheating in this game because it's getting out of hand.
In the last week alone there have been three or four threads about issues, but no official announcement warning that if players abuse a newly discovered bug they will face account action. This is what every other major MMO does, big red warning on the log in screen. Then they actually take action on people who ignore it.
Eventually people learn "hey, I will lose all my time invested into this account if I keep this up, I should stop"
However here we have the complete opposite, exploiting is a dirty word which has to kept away from the innocent forums posters, lest they believe the game has issues or someone gets upset with a post (because this doesn't happen in every other thread).
The only thing ZOS has done over the last two years is encourage people to exploit. I have seen hard core fair gaming friends turn to the dark side simply because they're tired of losing out on gold/score/rewards whilst the people abusing bugs were reaping the rewards and facing no penalties.
ZOS are going to end up losing more customers over frustration they continue to let this happen then they would if they actually started enforcing thing. Whoever sets up the teams in ZOS really needs to get a full security team together who focus on server security and rule enforcement, pay some people to actually keep this game fair for everyone.
It's not like Zenimax Media don't have the money.
