Recovery Stats not stacking properly?

Hello everyone, i have just recently "restarted" playing ESO and geared up my NB Tank.
however, for some odd reason i seem to have lost quite a bit on recovery stats.
a quick overfiew of all the passives and equipment that influence my recovery stats.
-Refreshing Shadows Passive: increases all recovery by 15%
-5 Heavy Armor, 1 Medium and 1 Light Armor Pieces equipped: 20% health, 4% magicka and stamina recovery
-Willows Path 5 Piece Set : increase all recovery by 15%
-Champion Points, Lover Constelation: roughly 6% in all recoveries.
so in total i have +56% HP Recovery, and +40% Magicka and Stamina Recovery.
when i use the Purple Drink, which increases HP recovery by 462, Magicka and Stamina Recovery by 410 flat,
it should actually give me around 720 HP, and 574 Magicka and Stamina Recovery.
but as you may see in the screenshots, the benefit only 602 HP rec, and 488 mag+stam rec.
which leads to the calculation that my recoveries are only boosted by:
hp +35%
mag&stam +20%
and this again leads to the conclusion that in fact ALL my recoveries are reduced by 20%
so here i stand and wondering where the error lies...
btw i have allready reported this via bug-report, no answer so far.

Ask @Soulac if you have questions about Willows Path
It does increase your regen by 15%, as long as you don´t use drinks / championpassives.
Meaning if you use a recovery build you get quite a bunch less recovery.R.I.P Dawnbreaker / Auriel´s Bow

Following - since they did the move round on CP allocation my recovery took a huge fall and I couldn't figure out why..PS4 EU AD
