How so, if she hit the Cp cap she will only get full XP value for Caldwell's gold. As it is fully cp160. She will have out scaled the silver zones quite a bit.

When making XP calculations, your level is effectively capped at the highest droppable item level. When Dark Brotherhood goes live, the highest item level will be CP 160, so any player with more than CP 160 will be evaluated as CP 160 for the XP calculation. As a result, you will get full XP for killing CP 160 monsters. If you were killing CP 120 monsters, you would earn 75% XP and CP 110 or lower monsters would be worth 30% XP.

BUT. When my baby char reaches lvl 49, I have always felt that that is really when I learn how to play her.... through the vet ranks. OK usually by vet 8 or 9 I have all the skills levelled I might want and it gets a bit tedious.So now she reaches lvl 50 and is instantly vet 16? (I have long since reached cp cap). But I am still not confident on how to play her. So calling her a cp160 is misleading really, because I have not completely got it, the skills, the rotations etc.

When they say that CP's are account bound, is that you can spend them on all characters.
You start earning CP as far as CP level goes for your character after you reach level 50. Then you can spend those CP points that you earn on each character.
Maybe I explained it wrong. When your character reaches level 50, you will not be instantly made CP level 160 ( VET level 16 ). You will have to earn them.
