All the VR ability and skill points will be earned from levels 1-50 after DB. No one will permanently miss points, there is no error.

That works great for a new character not yet level 5, but any character already underway (and not at VR16 to have them there) doesn't get the points unless they spend gold to respec their skill points and get the missing ones that "would have" been awarded then.
I am a little more than a little confused. At 160+CP are you effectively =160CP where XP gain is concerned, or can you out level battle leveled areas? I ask for the purpose of skill/skill line leveling. Leveling skills and skill lines was already a chore past lvl 49. Is it going to be that much more of a pain? If so, I guess it's a good thing training was changed up. Full set training will be the new meta for questing past lvl 49.
Q: How much XP will I earn if I have 400 Champion Points and I'm fighting Champion Point 160 monsters?
A: When making XP calculations, your level is effectively capped at the highest droppable item level. When Dark Brotherhood goes live, the highest item level will be CP 160, so any player with more than CP 160 will be evaluated as CP 160 for the XP calculation. As a result, you will get full XP for killing CP 160 monsters. If you were killing CP 120 monsters, you would earn 75% XP and CP 110 or lower monsters would be worth 30% XP.
