It is not only 2 or 3 of them.
This being said, I think every EP who was playing last night can confirm that the 60-70 DC horde who moved from Aleswell to Bleakers to Chalman in the beginning of primetime shows that they still have a strong presence and are more than competitive. I literally didn't even try to engage since the lag was so brutal as they moved from one place to another.

D/C and E/P pretty much control the map, AD on N/A TrueFlame is the suck as far as population goes, such a shame, but someone has to win and someone has to lose, its ADs turn to be last place atm anyways.

The long and short of faction participation is that no one wants to be farmed. When VE rolled to DC there wasn't a lot of pushback against EP because it was pretty much "attack Aleswell, than get bombed by Havoc." One of my earlier memories was being in Ash inner with literally 50+ DC while 13 Havoc players ran circles in the courtyard. Bulb and I had to convince them to charge out, it was quite an occasion. Essentially, having good guilds on a server pushing things means randoms and others can go to places and push things without simply being farmed.
People more cynically frame it as "the faction only comes out when they're on top" but i see it more as an enjoyment/lack of enjoyment thing. No one logs on to a server to be farmed by VE or Havoc, or Deci. They'll log on where they can win fights, or where their own side has strong groups that take the pressure off.
Also my theory for why DC pop is so low in the day. EP knows there are no DC groups on capable of farming them and DC knows there are no groups on to hold territory. Becomes a self reinforcing cycle.
