Of course it don't work on enemies with CC imunity and therefore it can not be spammed. But this is what keeps it balanced in PvP (on stamina build we have more roll dodge potential anyway and other heals).
As for heal added to CC, it's not bad. When you use the skill you have one of two wonders that happened : either the enemy don't CC break and he is as good as dead or he CC break and you get to full health.

Also keep in mind that, typically when you need a heal is against a boss, and they're already CC immune, so what's the point of a heal tied to a CC? Because the heal is so minuscule, they should allow it to heal with every shot- especially considering it's extremely short range.

Maybe shoot an add when you need a heal. That trades some DPS on the boss for that heal but you are still damaging an add.

so if it hits an enemy with the disorient and the enemy is cc immune the effect is instantly counted as over and heals you.
