Just started a Templar, Breton, using any kind of staff it has an orb of light on the top of it. Can't figure it out what skill gives it.

What enchantment do you have on your staff? Fire enchantment will have visual glow like a fireball on staff, chill/cold will have another visual effect to show what kind of enchant you have on your staff. As far as I know your class skills from Templar have no visual signs on staff (as those after all have to be activated; they have animation which is different depending on skill).
It could also be that it is a staff made out of Hickory in Khajiit Style? Staff in this style and material have a golden ball circumvented by a half circle. If you look on all staff in Khajiit Style you will see that those staff look very much like moon phases which you pass through by going through all level (which is depending on what material you use) for staff.
Go into your 'Inventory', scroll down to 'weapons' and you'll see your active staff, what enchantment it has and everything else about it. What you are showing us here are only what skills you are using. Which can be found in the Inventory under the heading 'Skills'.
It's a bug. I used to get that a lot when I started playing eso at pre-release, and it was fixed after a few months.. my resto staff used to get that glow.
My issue now is my sorcerer gets glowing hands, and the glow intensifies to the point where I can barely see my chars chest and head.
That has to be some kind of glitch. There are some Champ Passives that apply some visual effects to things, but I don't know if any do that for weapons. Most of the enchantment visual effects are pretty obvious, like Flames etc and even then, they go away after a while.
