There need to be Campaign point objectives in the IC Disctricts AND Sewers.

Otherwise, there is no point at all to fight in the districts, and the only reason to venture into the sewers is to farm mats...very near to your base, and in a big blob zerg...

Sewers are dead right now, and districts are even more dead. Please do something about this and give us a reason to go back into IC for PvP.

    They can't. Otherwise it becomes P2W because people who don't buy the DLC can't compete with those inside IC. Which is why it's stupid that IC didn't come out earlier when the game still required a sub.

    Yes they can. That argument is invalid.

    Each faction is large enough that we can assume they have proportionately the same ratio of players who have access to IC versus those who don't. The non-paid players will remain up top while the paid ones rotate in and out of IC, which is the way it should be to begin with.

    Besides, placing PvP campaign objectives in the sewers and districts is the only way to keep them even remotely populated as time goes on, and especially as future expansions come out (unless new loot is placed in the trophy vaults or from Molag Bal, that is).

    IC is one big f...up.

    The initial concept where to gather the realm for access, to get all to work together, and then have goals inside that where worthy.

    They messed it all up and reduced it to a public dungeon where gankers can have fun griefing other players for their stones.

    That and or better things to buy with TV stones. Without one or maybe both all that beautiful work done to create the IC will be for not and the IC be abandoned.

    this whole argument about objectives in imperial city being p2w is a joke. What about when orsinium comes out and I have to either pay 30 bucks and earn these new gear sets or spend dozens of hours farming gold to buy these new pieces from over priced guild traders oh and what about those maelstrom weapons. Those are not tradable and if someone doesn't spend the 30 bucks on the dlc or the 15 bucks a month sub then they can't get them. Those weapons won't on their own determine who wins a pvp fight but that doesn't change the fact that this argument is just stupid.

    As much as I agree with the OP in principle, this is why it will be difficult to implement.

    Now, capturable spawn points, specialized resource areas, uniquely located special merchants, dynamic large-scale city or sewer events, paths into remote parts of Cyrodiil, or other creative ideas could still be used to improve IC. And of course, gated access.

    However, at some point, there was a decision to strip out any and all strategic elements from IC, and simply release it in this dumbed down state. Don't really see it changing anytime soon.

    Solution:

    1 - ZOS, now that you've milked about all you're going to milk out of IC purchases, make IC a FREE DLC.
    2 - Overhaul IC and add in all the Cyrodiil related OBJECTIVE PvP ASPECTS that you stripped out because of the paywall argument crap.
    3 - Gate IC access on every single campaign. It doesn't matter what mechanic you use to gate it, but whatever the mechanic is, it must require participation in Alliance War objectives.
    4 - IC cannot have unlimited respawn for alliances that have been shut out of access, without access death in IC must mean that either someone rezzes you or you spawn back in Cyrodiil.

    IC needs to be first and foremost the final piece in the puzzle for AvA PvP in this game. If not, then it serves no function being in any way linked to Cyrodiil. If people only want in to farm mats or run around ganking the mat farmers then there is no reason for IC to share pop cap w/ Cyrodiil.

    As Brian Wheeler said, in it's current inception it's just a "PvE zone with some PvP thrown in."

    They threw nothing in IC for PvP, PvP "is just there" or "enabled" but there is no point in doing it in IC.

    They will probably never change this as the IC is "done" and they have to work on other DLCs to earn money. Furthermore noone really knows what Brian's team is doing anyway as they didn't come up with much to show off during the past year or so.

    I really do hope they go back and fix the bare bones IC. The replay value is non-existent.

    Busy removing features of the PvP system, duh:

    - Removed Mercenary Contracts
    - Removed Forward Camps
    - Removed ground oil
    - Reduced pop cap numerous times
    - Removed dynamic Ult gen
    - Removed Cyrodiil buffs from PvE
    - Removed Former Emp passives
    - Removed unpurgable Oil Cat snare
    - Removed "travel to player" in Cyrodiil
    - Removed NPC guards on the scroll gates
    - Reduced the amount of Rewards of the Worthy
    - Removed Alliance War objectives from IC
    - Removed gated access for IC
    - Removing stealth rez as we speak

    Yeah it is irritating to wait in a line to enter Cyrodiil, only to see your alliance face rolled as everyone is in IC. They need to be different population caps.
    My ping is higher than your resource recovery...

    No, there need to be objectives in IC that contribute to the campaign. People need a reason to return to IC with things to fight over there.

    Yup it's totally unfinished. They went in wanting to make a PvP DLC, then PvE carebears whined and derailed them, so we ended up getting some crossover hybrid that sucks at both.

    Agreed to play Devil advocate here they had to pander to the PVers a little in Imperial city but they just didn't it in the wrong way.A lot of the changes they made Imperial ccity made it worst for PVers.Like removing Locked IC access from Campaign made it easier for them to get gank and complain.I guess in ZOS eyes they had to appeal to PVErs as well since they basically screwed over a good number of the PVP community on PC with the lag a lot of you guys population dropped from what it used to be and I know from experience on Xbox a lot of PVPers left because of the imbalance the PC transfer bring over.Am not sure how much it cost to create the DLC but let's say they only wanted to make a million dollars so it was profitable.That means they would have to sell 40,000 copies at 25$ a piece.Maybe they thought they couldn't get that off of just PVPers anymore.

    If they truly want to make IC great again ,they need to make IC a place for PVPers that mean something so I agree bring back full lock access to every campaign and at least add one to consoles add 3 Flags to each district.Find a way to tie them to the campaign or something I believe they should add to become Emperor you most control the 6 inner keeps and the 6 districts.Something to make it more dynamic and reason for people to get the DLC and fight their.Their other thing they could add like selling Gold mats and Hakjeo through Tel Var will get people to go their and grind tel var stones again.Also raise the Mob difficulty its way to easy even on Live to clear the rooms.So I say Double the difficulty so Zergs can just steam roll them like now.
