They can't. Otherwise it becomes P2W because people who don't buy the DLC can't compete with those inside IC. Which is why it's stupid that IC didn't come out earlier when the game still required a sub.

I fixed that for you.
They threw nothing in IC for PvP, PvP "is just there" or "enabled" but there is no point in doing it in IC.
They will probably never change this as the IC is "done" and they have to work on other DLCs to earn money. Furthermore noone really knows what Brian's team is doing anyway as they didn't come up with much to show off during the past year or so.

Agreed to play Devil advocate here they had to pander to the PVers a little in Imperial city but they just didn't it in the wrong way.A lot of the changes they made Imperial ccity made it worst for PVers.Like removing Locked IC access from Campaign made it easier for them to get gank and complain.I guess in ZOS eyes they had to appeal to PVErs as well since they basically screwed over a good number of the PVP community on PC with the lag a lot of you guys population dropped from what it used to be and I know from experience on Xbox a lot of PVPers left because of the imbalance the PC transfer bring over.Am not sure how much it cost to create the DLC but let's say they only wanted to make a million dollars so it was profitable.That means they would have to sell 40,000 copies at 25$ a piece.Maybe they thought they couldn't get that off of just PVPers anymore.I like you @KenaPKK and I agree they need to fix IC man as it is now its in a sad place.Its my favorite part of the game right now and they refuse to finish it.Its like am playing on a half finished play ground.Yea what's their is fun but its not enough I wished I had the full product.*cough* reminder *cough*

Yup it's totally unfinished. They went in wanting to make a PvP DLC, then PvE carebears whined and derailed them, so we ended up getting some crossover hybrid that sucks at both.
