I know there is no imperial city in skyrim I played all of the Elder Scrolls. What I'm saying is if you don't like Imperial City how it is now go play somewhere else, I can't even see how this suggestion would even be considered, like totally mess up the ONLY pvp DLC just because you PVE players havent had enough DLCs already.

Ruze is a veteran of the PC Beta, lived through the year one drought, survived the buy-to-play conversion, and has stepped foot in the hells known as Craglorn. He mained a nightlbade when nightblades weren't good, and has never worn a robe. He converted from PC during the console betas, and hasn't regretted it a moment since.
He'd rank ESO:TU (in it's current state) a 4.8 out of 5, loving the game almost entirely.

In the game right now their no Emperor. Imperials lives all across cyordiil not just the city. And there is always an emperor on the throne right now so that means city can be safe place for all people.

I dont remember well its been a loooong time but i remember i was fighthing againts molag bal in imperial city at the end of the story line with the help of the amulet i had defeated him thats all it was a small event. Before that imperial city was a peaceful place where all races can live together
