I'm confused how ZOS would profit as a business by not scaling up sets. It takes no time to do, hence why I started this thread.

Yeah im on your side of this. Just trying to find a logical solution.
Its still dropping vr14 rare drops worm cult in dungeons. I remember we complained why that was not scaled to vr16 at the imperial city patch. Now they used that gear for thiefs guild update.
My bet is they will do this same with other old sets and maybe even DSA at some point? hint hint.
Just look at burning spellweave rare drops from city of ash. 5 set bonus on a vr14 gear if I remember correctly, is 20% chance when dealing fire dmg to give you 250 spell dmg for 8 seconds or something? Compare this to crafted julianos, where you have to craft it in a DLC zone. A crafted gear twice as OP as a very rare drop gear? There is no logic to that.
Yep everything is about money. I understand they need to earn money, and they deserve to earn money.
But I think they do it the wrong way, being too desperate to slowly drag out gear and content scaling, and also the desperate crown store items. I bought the bank btw, 5k crowns
Of course not man they cant make money off them they should put an upgraded in the crown store like a repair kit it works on 5 pieces of armor or something and you can scale it up yourself.

ZoS has created a gear progression that obsoletes nearly any gear that isn't at cap then drags their feet updating the old systems to drop cap versions of the gear. It's facepalmingly infuriating.
I've been at this for a few months now, no clue why they won't respond to at least give us an answer, here are a few reasons I think may be the cause:
1. ZOS doesn't wanna tell us they don't want to scale them because it will interfer with newer sets
2. ZOS somehow thinks limiting a few sets to PvP will still incentivize PvPers to buy content
3. ZOS doesn't see the value in scaling said sets because the PvP player base is so small now
