Same as Baharaha's Curce which also don't have anything in description which says that it can proc only on one target. While testing this ability does proc on steel tornado, venom shot, and reverse slice. But it only procs when targeting the enemy, SDome thing not requines of steel tornado. So if you turn away from an end and spam tornado it won't proc until you turn to target them.
So, either it's a bug that it's not applying to all targets hit for 6 seconds, it's a bug that it does apply the poison for one target for 6 seconds when you don't target them, or the tooltip is wrong and should say target enemy.
I'll have a highlight clip to illustrate later.

Could be interesting to combo it with Sheer Venom for a DoT build. From one heavy attack+poison injection from cloak, you get 3 (4 with poison status effect proc) DoTs on target.
